The problem of corruption leads the consciousness to criminality, impedes the development of the
Republic of Kazakhstan. Another negative effect of the development of corruption in the country is that such a
phenomenon not only eats up the country morally , but also allows the Kazakh nation to distrust the government and the
authorities, underestimate the activities of law enforcement agencies, do not assist in their work, and negatively assess
the importance of protecting rights in the country. The success of anti-bribery policies is seen both in science and practice
in the culture of society and in the minds of every person. In order to identify ethnic differences in the formation of an
anti-corruption culture in Kazakhstan, first of all, the culture and mentality of the country's population with a civic point
of view is studied. This approach is based on the country's strategic goals for the formation of one nation - one Kazakhstan.
However, in such a multinational and multi-confessional society as Kazakhstan, a system of norms and values on
interethnic integration and differentiation can be formed. These differences determine the diversity that remains in the
national model of interethnic peace and mutual trust.
The values of the National idea "Mangilik El", expressed by the head of state, are the basis of an anti-corruption
culture as a component of Kazakh society. These are values such as civil equality, hard work, scientific and educational
leadership, a tolerant country-a secular country [2].
