The article examines the historical and institutional formation of the pension system of the Republic of Kazakhstan during the period of independence and its place in social protection policy. The object of the study is the legal, financial, and social transformation of the pension provision system after 1991. The purpose of the article is to provide a historical analysis of the transition from the Soviet-style solidarity pension system to the funded model in Kazakhstan and to determine its significance within the social protection system.

The source base of the study consists of the laws of the Republic of Kazakhstan on pension provision adopted in 1991, 1997, and 2013; Resolution No. 926 of the Government of the Republic of Kazakhstan dated June 4, 1997; materials from the UAPF, eGov, and the «Adilet» legal information system; as well as textbooks and scholarly articles devoted to the financial market, social policy, and pension reform.

The study found that pension reform in Kazakhstan was not merely a financial and economic change, but also a process of forming a new institutional model within the social policy of an independent state. Inflation, unemployment, budget deficits, and delays in pension payments in the 1990s demonstrated the instability of the former solidarity system. Under these conditions, the 1997 law established the legal basis for the transition to a funded pension system, while the 2013 law and the subsequent Social Code defined a new stage in the development of the pension provision system. At the present stage, Kazakhstan’s pension system is developing as a multi-level model consisting of basic, solidarity, and funded components.
