This article is a study by the authors on the topic «Legal issues of the formation and development of the Institute of environmentally unfavorable territories». The study focuses on the western region of Kazakhstan - Atyrau, Mangystau, West Kazakhstan, and Aktobe regions and examines the comprehensive environmental safety aspects of these territories. The damage left by the centuries-old oil and gas industry, the depletion of the Caspian Sea, and the consequences of the Aral Sea disaster for the western region remain pressing issues requiring specific legislative solutions. The key feature of this article is its comprehensive analysis of the impact of digital transformation on environmental regulation. The study examines the legal framework for environmental monitoring systems based on artificial intelligence (AI), data obtained using drones and satellites, open data platforms, and the use of digital evidence in court. The study identifies gaps in regulatory frameworks within the Environmental Code of the Republic of Kazakhstan (2021), the Law «On Artificial Intelligence» (2025), and the Digital Code (2026), and presents evidence-based recommendations for addressing them. This comparative legal study analyzes the experience of digital environmental monitoring in Norway, the Netherlands, and the European Union, and highlights opportunities for adaptation to Kazakhstani legislation. The study's results will serve as the basis for developing specific recommendations for improving environmental legislation, strengthening the digital monitoring system from a regulatory perspective, and developing regional environmental cooperation.
