This article considers the exact details of agrarian changes in the first years of Soviet power, the complication of the land issue in Kazakhstan, as well as the actions of national leaders in an attempt to solve these problems. The names of Kazakh intellectuals, such as T. Ryskulov, A.Bukeichanov, N. Torekulov, T. Shonanuli, S. Saduakasov, M. Shokai, who raised the agrarian problem in the interests of the nation in the 20s. They tried to give an objective assessment of the reform of land and water resources in the Kazakhstan region, which began in the 1920s, and the redistribution of arable land.
