The widespread introduction of digital technologies requires optimization of national education systems in the CIS countries. Based on a comprehensive analysis of the state and development trends of higher education and university science in post-Soviet countries, current challenges and strategic priorities for their optimization have been identified. In Russia and Kazakhstan, priority problems include optimization of university development strategies, modernization of outdated methods and management tools, and adjustment of scientific and educational policy to meet the requirements of the digital economy. External influence factors have intensified: growing global political and economic confrontation, lag in implementing virtual learning formats, and the need to expand blended learning models. Comparative analysis of scientific literature and reforms in Russia and Kazakhstan allows identifying both common and specific approaches to higher education transformation. Priority development areas include mastering virtual learning technologies, implementing digital management tools, and building new university communication systems. The article examines the graduate labor market, state regulation of science and education policy, and prospects for interstate cooperation in the CIS Plus format. These measures must encompass all training areas and be implemented at regional, national, and international levels.
